He moved with his parents to Bainbridge, Ohio, in 1858. He attended public and private schools, and graduated from the Ohio State University in 1876. He taught school in Bainbridge, Ohio, from 1876 to 1877. He was graduated from the Cincinnati Law School in 1880, and from the Cincinnati Law School in 1882. He was admitted to the bar in 1880, and commenced practice in Bainbridge, Ohio. He was appointed assistant prosecuting attorney of Portage County, Ohio, in 1881 and became prosecuting attorney in 1886. He was appointed judge of the Court of Common Pleas in 1895. He was elected as a Democrat to the Sixty-fifth Congress (March 4, 1897 – March 3, 1899) and to the Sixty-sixth Congress (March 4, 1901 – March 3, 1903), but was an unsuccessful candidate for reelection in 1902 to the Sixty-seventh Congress. Farquhar was again elected to the Sixty-eighth Congress, and served from March 4, 1903, to March 3, 1905, and was not a candidate for renomination in 1904. He resumed the practice of law, and was an elector on the Democratic ticket in
